"What is the purpose of theology for the church?" Systematic theology provides an inroad into this question by offering both a method for doing theology and an explanation for the purpose of that method. However, "system" is itself the product of a specific understanding of knowledge grounded in rational demonstration of facts. This study attempts to address the historical debate over when systematic theology began. Much of the debate is centered on the definition of system and revolves around the use, or lack thereof, of external philosophical categories or language. Specific historical figures have been selected to serve as illustrations of how theological prolegomena functioned in works prior to and following the influence of Enlightenment thought. In the early chapters it will be seen that theology was neither totally saturated with, nor totally devoid of, external philosophical reference points or programmatic intentions. On the contrary, both external points of reference and programmatic intentions have played a role in theology since the church's inception. In other words, certain elements of system (e.g., logic, non-contradiction, organization) have played a role in theological investigation and construction since, at least, the second century. The last two chapters of this study demonstrate that these may not be the same influences that have marked post-Enlightenment systematics. One of the primary characteristics of pre-Enlightenment theology is its intentional focus on the life of the church. Theology, like the Scriptures, was often written for specific circumstances. Enlightenment influences significantly changed the intentions of much of theology in that theological knowledge was studied and displayed for the sake of knowledge itself. The church no longer mattered, or was at best an afterthought, in the realm of what is now seen as the domain of academic theology.

In this report on the Borders, Citizenship and Immigration Bill, the Joint Committee on Human Rights says the Government should reconsider proposed changes to the pathway to British citizenship. Whilst the Bill does not change the underlying position of migrants' access to benefits, it extends the time it takes to get to applying for citizenship by a year. During this period a person given the new 'probationary citizenship' will be ineligible for 15 different types of benefit that are available to those with 'indefinite leave to remain'. The Committee is also concerned that the new rules may be applied retrospectively and urges the Government not to override the legitimate expectations of migrants already on the path to citizenship under the current rules. The Committee also has concerns about the proposed 'short cut' to citizenship, reducing the time it takes to naturalise can by two years if applicants participate in unpaid community activity. Tracking this activity risks infringing people's right to privacy, and the Committee is also concerned that the requirement risks penalising people who are unable to undertake such activities, because of disability or caring responsibilities or because they are already in paid full time work. The Committee welcomes the new positive duty to safeguard and promote the welfare of children in the discharge of immigration, asylum, nationality and customs functions and the reversal of the Government's previous policy of excluding children subject to immigration control from the protection of the UN Convention on the Rights of the Child.

In April 2008, the Department for Culture, Media and Sport (DCMS) published a Draft Heritage Bill and the Government has indicated that the Bill will be in next year's legislative programme. The Bill is designed to unify heritage protection regimes, allow greater public involvement in decisions, and place heritage at the heart of the planning system. The Committee has undertaken pre-legislative scrutiny of the bill but this was undermined by the incomplete nature of the legislation. The Committee also felt that the Government must prioritise the revision of Planning policy guidelines (PPGs) 15 & 16 to ensure that the new guidance on planning policy can be implemented at the same time as the Bill. Further serious issues of concern included the accuracy of current cost estimates & impact assessment and sufficient staffing with the necessary skills, in particular conservation officers. The Committee was also not convinced that Heritage Partnership Agreements (HPAs), a new system of management agreements for owners of large estates, were a robust business option. Nor could any evidence be found that either DCMS or English Heritage had considered any amendments to the legislation which would improve the operation or effectiveness of the enforcement powers for local authorities.

However, the concept of relevance, while seemingly intuitive, is actually hard to define, and it's even harder to model in a formal way. Lavrenko does not attempt to bring forth a new definition of relevance, nor provide arguments as to why any particular definition might be theoretically superior or more complete. Instead, he takes a widely accepted, albeit somewhat conservative definition, makes several assumptions, and from them develops a new probabilistic model that explicitly captures that notion of relevance. With this book, he makes two major contributions to the field of information retrieval: first, a new way to look at topical relevance, complementing the two dominant models, i.e., the classical probabilistic model and the language modeling approach, and which explicitly combines documents, queries, and relevance in a single formalism; second, a new method for modeling exchangeable sequences of discrete random variables which does not make any structural assumptions about the data and which can also handle rare events. Thus his book is of major interest to researchers and graduate students in information retrieval who specialize in relevance modeling, ranking algorithms, and language modeling.

In ancient times our ancestors took an interest in nearshore seas, making them an object of constant study. Deep seas, on the other hand, largely remained an area beyond their reach. Modern academic research on deep seas is said to have been started by the first round-the-world voyage of Her Majesty's R/V Challenger I from 1872 to 1876. It has been only 120 years since the British ship leftPortsmouth on this voyage, so oceanography can thus be considered still a young science on its way to full maturity.
